The Ministry of Social Affairs and Labor has issued a circular regulating the organization and implementation of medical camps and health activities. The circular is addressed to the Directors General of the Ministry's branch offices in the governorates, as well as the heads of associations, foundations, unions, and local and international organizations.

Circular No. (4) of 2026 stipulates that the organization of medical camps or health-related activities requires direct technical and medical supervision by the competent authority, namely the Ministry of Public Health and Population. This is to ensure that such activities pose no risk to patient safety, verify the qualifications of medical personnel, ensure the safety and quality of medicines and medical supplies, and confirm compliance with all other applicable technical requirements.

The circular further emphasizes that, in accordance with the provisions of the law and in order to regulate the activities of associations and civil society organizations operating in the health sector, while safeguarding the safety and quality of medical services provided to citizens, no medical or surgical camp, or any health-related activity, may be organized, implemented, or sponsored without obtaining prior approval from the Ministry of Public Health and Population in accordance with its approved procedures and application forms.

The circular also requires prior coordination with the Ministry of Social Affairs and Labor regarding any health activity that an association or institution intends to implement. Organizations are required to provide the Ministry with a copy of the approval issued by the Ministry of Public Health and Population and to comply with all technical and public health requirements and regulations established by the Ministry.

The circular takes effect immediately upon its issuance. All concerned entities are required to comply with its provisions and act accordingly, while the relevant departments within the Ministry are tasked with monitoring its implementation and submitting periodic reports on compliance.
