The Ministry of Social Affairs and Labor warns all governmental authorities, official bodies, and civil society organizations against dealing with an unlicensed entity operating under the name "Ihna Qudha Foundation for Human Development and Education."

The Ministry confirms that this entity does not possess any license or approved legal registration with it, and therefore any activities it carries out are considered irregular.

In this context, His Excellency Dr. Mohammed Saeed Al-Za'ouri, Minister of Social Affairs and Labor, issued a circular to: the governors of the liberated governorates, heads of local councils, sector deputies, directors general within the Ministry's headquarters, directors of Social Affairs and Labor offices in the liberated governorates, and the executive bodies of civil society organizations. The circular stated the following:

"In the course of the Ministry's practice of its regulatory and supervisory role over the activities of civil society organizations, it has been found that a local organization named (Ihna Qudha Foundation for Human Development and Education) is dealing with official authorities within the liberated governorates and works to implement activities by contracting with contractors and implementers for those activities, without having registration or a permit from the Ministry's headquarters or from any of the liberated governorates. Based on the provisions of Law No. 1 of 2001 concerning associations and civil institutions and its executive regulations.

Therefore, and out of the Ministry's concern for the integrity of the legal status of civil society organizations and the legality of their activities, and to protect the contracting and implementing parties for the activities and the public interest, the necessary measures are to be taken to close any office of the Foundation in your governorates, and to circulate instructions not to deal with the aforementioned entity."
