Ministry of Social Affairs and Labor Clarifies Claims Regarding a Statement Attributed to Unlicensed Human Rights and Development Organizations Concerning the Events in Hadramout and Al-Mahrah

The Ministry of Social Affairs and Labor in Aden has closely followed what has been circulated through media outlets and electronic platforms regarding a statement attributed to so-called human rights and development organizations, addressing events in the governorates of Hadramout and Al-Mahrah. In line with the Ministry’s legal and administrative responsibility to supervise the work of civil society organizations and ensure the transparency of their activities, the Ministry conducted a comprehensive official review to verify the legal registration status of the organizations mentioned in the said statement.
Based on this review, the Ministry clarifies the following:
First:
The review results confirmed that all the entities listed below are not registered in the official records of the Ministry and do not possess any legal license or accreditation authorizing them to carry out activities within the geographical scope under the authority of the State in the liberated governorates. Accordingly, any statement or activity issued by these entities is considered null, void, and illegal.

Second:
The Ministry confirms that it has received official statements from a number of organizations legally registered with it, stating that their names were included in the aforementioned statement without their knowledge, consent, or any legal or institutional authorization. The Ministry considers this act to constitute full-fledged impersonation and moral forgery, representing a serious violation of the independence and neutrality of civil and human rights work, and an attempt to use the names of independent institutions as a cover for a discourse that does not represent them.
Third:
The Ministry holds the party responsible for publishing or promoting the statement fully accountable for this act and all resulting legal and institutional consequences. It also urges all registered organizations whose names were misused to take the necessary legal measures to protect their rights.
Fourth:
The Ministry categorically rejects any attempt to politicize civil society work or exploit it within political conflicts. It affirms that institutional work must remain strictly within its developmental, humanitarian, and legal framework, in order to preserve its credibility and independence.
Fifth:
The Ministry reiterates its commitment to guaranteeing the right of peaceful and lawful expression for organizations registered with it, provided that they fully adhere to the geographical and thematic scope defined in their official licenses.
Sixth:
The Ministry calls upon all media outlets and electronic platforms to verify the authenticity of any statement attributed to civil society organizations by directly contacting the organizations concerned or the Ministry prior to publication.
Seventh:
The Ministry announces that, in coordination with the judiciary and relevant authorities, it will take all necessary legal measures against any party proven to be involved in impersonation, forgery, or the unlawful use of organizations’ names.
In issuing this statement, the Ministry once again stresses the necessity of respecting the legal framework governing the work of civil society organizations and warns of the consequences of any violations or unlawful exploitation that may harm the national institutional landscape and create media and societal confusion.
