Under the patronage of His Excellency Dr. Mohammed Saeed Al-Zouari, Minister of Social Affairs and Labor, a participatory workshop was held this morning in the capital, Aden, to present the National Child Protection Plan 2026–2029. 


The workshop was organized by the Ministry in cooperation with the United Nations Children’s Fund (UNICEF), under the slogan: “A Childhood Without Protection... A Future Without Safety.”

The workshop was opened by Mr. Saleh Mahmoud Hassan Abu Suhail, Deputy Minister for the Social Protection Sector, who conveyed, at the beginning of his speech, the greetings of H.E. Minister Al-Zouari to the participants and his congratulations on the 62nd anniversary of the glorious October 14 Revolution, stressing that this national occasion symbolizes the struggle for freedom and independence.


The Deputy Minister explained that the preparation of the National Child Protection Plan was the outcome of a national participatory effort led by the Ministry of Social Affairs and Labor. A specialized technical team was formed, which conducted field visits to several governorates and organized a series of training and discussion workshops in cooperation with UNICEF’s Child Protection Specialist, Ms. Ameera Hassan.


He noted that the plan represents a new national achievement added to the Ministry’s accomplishments under the leadership of Minister Al-Zouari, and reflects the government’s commitment to protecting childhood amid the challenges imposed by the ongoing war over the past ten years due to the practices of the Houthi terrorist militias.

The Deputy Minister emphasized the importance of joint work between state institutions, international organizations, and civil society organizations to ensure the provision of protection and support for the most affected children, praising UNICEF’s continued support and the efforts of the technical team in preparing the plan.


For their part, Dr. Salem Al-Shabhi, Deputy Minister of Health, and Mr. Mohammed Lamlmas, Deputy Minister of Education, expressed their appreciation for the plan’s themes and strategies, which intersect with the mandates of their ministries in the fields of health and education. They affirmed their commitment to enhancing coordination and integration with the Ministry of Social Affairs and Labor to implement the plan’s provisions and achieve its objectives.


Mr. William Cooley, Head of the Child Protection Section at UNICEF, expressed his gratitude and appreciation to H.E. Minister Al-Zouari for allowing the organization to accompany the Ministry in the preparation and development of the plan, commending the great efforts exerted by the technical team.


Cooley noted that the official adoption of the plan by the government represents a key step in ensuring that resources are directed toward priority areas, affirming that child protection is a shared national responsibility that requires the concerted efforts of all official and community actors.


The National Child Protection Plan 2026–2029 presents a comprehensive vision for developing the child protection system in our country, based on the United Nations Convention on the Rights of the Child (1989), the Guidelines for the Alternative Care of Children adopted by the UN General Assembly in 2009, as well as relevant national legislation.


It is worth mentioning that Yemen signed the Convention on the Rights of the Child in 1990 and ratified it in 1991.


In the coming days, the Ministry will launch the National Child Protection Plan 2026–2029 with the participation of government ministries, international organizations, and civil society organizations. The plan will then be submitted to the Council of Ministers for approval and for securing adequate funding to implement the programs and activities it includes
