The Ministry of Social Affairs and Labor Directs a Ban on Dealing with the “Mwatana for Human Rights” Organization

The Ministry of Social Affairs and Labor in the capital, Aden, has issued a directive prohibiting all forms of engagement with the entity known as “Mwatana for Human Rights.”
The directive, signed by His Excellency Dr. Mohammed Saeed Al-Wa’ouri, Minister of Social Affairs and Labor, was addressed to the governors of the liberated provinces, sector undersecretaries, directors-general at the Ministry’s headquarters, and directors of its provincial offices, in addition to the executive heads of civil society organizations. The directive clarified that through the Ministry’s oversight and supervisory role over the activities of civil society organizations, it was found that certain entities are cooperating with the coup militias and carrying out activities within the liberated provinces, including the entity known as “Mwatana for Human Rights.”
The directive stated that this measure is based on the provisions of Law No. (1) of 2001 concerning Associations and Foundations and its executive bylaw, National Defense Council Resolution No. (1) of 2022 classifying the Houthi militias as a terrorist group, and Presidential Leadership Council Resolution No. (8) of 2024 mandating the implementation of measures related to designating the Houthi group as a terrorist organization.
The Ministry affirmed that this step reflects its commitment to ensuring the legality of civil society organizations’ operations and the soundness of their procedures, and to preventing any dealings with organizations that implement agendas in favor of the Houthi militias. Accordingly, the Ministry has directed that all engagement with, or permission granted to, the entity known as “Mwatana for Human Rights” be prohibited, as it is an unofficial and unregistered entity that cooperates with the Houthi coup militias
