

Under the chairmanship of His Excellency Dr. Mohammed Saeed Al-Zaouri, Minister of Social Affairs and Labor and Chairman of the Board of the Social Welfare Fund, the Fund's Board of Directors held a pivotal meeting this morning in the capital, Aden. The meeting was attended by the Fund's Executive Director, Ms. Najla Mohammed Al-Sayyad. In his opening remarks, Minister Al-Zaouri welcomed the Board members: Mr. Abubakar Ba'abad, President of the Aden Chamber of Commerce and Industry; Mr. Awadh Mesbeh, Deputy Minister of Local Administration; Mr. Wessam Qaid, Acting Executive Director of the Social Fund for Development; and Mr. Mohsen Hassan Alawi, Director General of the Public Works Project (Aden, Lahj, Abyan). His Excellency highlighted the severe financial challenges confronting the Fund, characterized by constrained financial resources, notably a decline in government support, a complete absence of grants and donations, and the suspension of the Fund's share of Zakat revenues.

His Excellency Dr. Mohammed Saeed Al-Zaouri, Minister of Social Affairs and Labor, met with Ms. "Laise Farias," the Protection Officer at the office of the UN High Commissioner for Refugees (UNHCR) in the capital, Aden, to discuss means of enhancing joint cooperation in the field of protection. The meeting focused on the international organization's readiness to actively contribute to the implementation of the "National Plan for Child Protection 2026-2029," which was recently launched by the Ministry. Mechanisms for coordination between the two sides were also discussed to enhance child protection and provide aid and assistance, particularly concerning the case management system, and the protection of refugees, their children, and the host community, as UNHCR operates within the case management framework.

The launch ceremony was attended by His Excellency Professor Abd Al-Nasser Ahmed Al-Wali, Minister of Civil Service and Insurance, His Excellency Mr. Mohammed Mohammed Hazam Al-Ashwal, Minister of Trade and Industry, a number of deputy ministers, undersecretaries, directors-general, and representatives of UN, regional, and international organizations, as well as civil society organizations. His Excellency Dr. Mohammed Saeed Al-Zaouri, Minister of Social Affairs and Labor, delivered a speech at the event, beginning by welcoming the attendees. He stated, "The launch of our child protection plan coincides with World Children's Day, observed on the twentieth of November each year – a global occasion to renew the commitment to children's rights and enhance efforts to ensure a safe and dignified environment for every child. His Excellency Dr. Mohammed Saeed Al-Zuaouri, Minister of Social Affairs and Labor, took part in the high-level Arab event on persons with disabilities, entrepreneurship, and innovation, as well as the third edition of the “Independent Living for Persons with Disabilities” initiative. The minister also attended the Arab Exhibition for Productive Families, held as part of the Second Global Summit for Social Development in Doha, Qatar, from November 6 to 8, 2025. The event was organized in collaboration with the Union of Arab Chambers and the General Secretariat of the League of Arab States, represented by the Social Affairs Sector – Department of Development and Social Policies and the Technical Secretariat of the Council of Arab Ministers of Social Affairs, in coordination with the United Nations.
