Priorities of the Ministry of Social Affairs and Labor under the Leadership of His Excellency Dr. Mohammed Saeed 

Al-Zouari (2026–2030)

Within the framework of national efforts aimed at improving the living conditions of the population and enhancing their protection under various circumstances, the Ministry of Social Affairs and Labor, under the leadership of His Excellency Dr. Mohammed Saeed Al-Zouari, is working to implement a package of strategic priorities designed to achieve the Sustainable Development Goals. At the forefront of these priorities is the strengthening of the social protection system, particularly for the most vulnerable groups in the southern governorates and liberated areas.

These priorities are based on integrated plans and programs developed under the supervision of international experts and are scheduled for implementation during the period 2026–2030, contributing to the building of a more cohesive society and greater social justice.

The key priorities of the 

Ministry are as follows:

First: 

Strengthening Social Protection

The Ministry focuses on providing psychosocial support services to individuals affected by conflict through the adoption of the Strategic Framework for Social Protection for the years 2026–2030 and the establishment of the Supreme Council for Social Protection to oversee the implementation of its priorities. Efforts also include the adoption of the National Child Protection Plan for 2026–2029 and working to secure the necessary funding locally, in addition to international and UN 

support.

Second: 

Local Community Development

Enhancing the participation of local communities in decision-making related to their issues, and empowering civil society organizations to manage development projects and activities in a manner that promotes sustainability and community partnership.

Third: 

Developing Care Institutions and the Social Protection System

Contributing to the establishment of an integrated social protection system based on its three pillars, ensuring the delivery of more efficient and equitable services to targeted groups.

Fourth: 

Regulating the Labor Market

Working to utilize all national capacities through strategies and programs that enhance individual productivity, and enforcing the Labor Law in accordance with international standards, thereby contributing to reducing unemployment and improving the work environment.

Fifth: 

Supporting and Caring for Persons with Disabilities

Providing care and rehabilitation programs for persons with disabilities, reviewing the Law of the Fund for the Care and Rehabilitation of Persons with Disabilities, and updating and developing the national strategy related to persons with disabilities.

Sixth: 

Enhancing Cooperation with Non-Governmental Organizations

Expanding areas of partnership with local non-governmental organizations and strengthening networking with Arab and international organizations, in support of social peace efforts and contributing to the achievement of the Sustainable Development Goals.

Seventh: 

Developing Legislation and Policies

Reviewing and updating the laws and regulations governing the Ministry’s work, given the importance of these legislations in protecting the population—especially vulnerable groups—and ensuring alignment with ongoing changes and the fulfillment of basic needs that outdated laws are no longer able to address.
