Regarding the Illegal Activities and Violations of the So-Called "Yemeni Network for Rights and Freedoms" Organization

Within the framework of the Ministry's continuous monitoring of civil society organizations' activities and their commitment to regulating institutional work in accordance with legal frameworks, the Ministry of Social Affairs and Labor has closely followed what is being circulated on some media platforms and social media sites: a report attributed to an organization that calls itself the "Yemeni Network for Rights and Freedoms," which presented alleged documentation of violations in Hadramout Governorate during the period from 2 to 25 December 2025. After scrutinizing and verifying the activity, the Ministry wishes to confirm the following legal and professional facts to the public:

Firstly: The aforementioned organization is registered exclusively with the Ministry's office in Marib Governorate according to its bylaws and the activity permit issued from Marib.

Secondly: Any activity carried out by this organization outside the borders of Marib Governorate, including monitoring, investigation, or practicing any activity, is null and void, violates the law, and constitutes an infringement of the provisions of Law No. (1) of 2001 concerning Associations and Civil Foundations and its executive regulations, which define the scope of work for each organization within the governorate where it is registered.

Thirdly: The registration of this organization under the label "Network" is a misleading description to the public exploited by the organization. The term "network" in the institutional context usually indicates a federation or coalition of a number of entities or legal persons. In reality, however, this organization consists of individuals and does not have a declared institutional structure on its website specifying its executive bodies, the address of its headquarters, its reports, or its funding sources. It completely lacks the most basic standards of transparency and governance, which contradicts the fundamental principles of work of trusted civil organizations.

Fourthly: The organization claims it documented more than 600 violations within a short period (23 days) in the vast Hadramout Governorate. Scientific methodology for report preparation relies on monitoring, documentation, field verification mechanisms, and sufficient time. This proves that the report is based on incorrect and fabricated sources, conflicts with the most basic principles of proper human rights research and monitoring, and confirms its partisan and political bias in favor of hostile parties.

Fifthly: The issuance and publication of such a report by an organization operating outside its legal jurisdiction is a form of irresponsible exploitation of the current circumstances, undermines the professionalism of human rights work, and aims to spread misinformation and destabilize stability.

Sixthly: The Ministry confirms that Hadramout Governorate boasts a large number of accredited and licensed human rights organizations authorized to operate at the governorate level through its offices in the Valley, the Desert, and the Coast. These are the organizations legally and professionally specialized in practicing monitoring and documentation activities within the geographical scope of the governorate and are closer to understanding the local context.

Accordingly, the Ministry affirms the following:

1. Rejection of the report issued by the mentioned Yemeni Network due to its lack of jurisdiction to practice activity outside the geographical scope it is authorized to work in. The report is considered a document with no legal or professional value, and dealing with it or relying on it in any form is prohibited.

2. The Ministry warns all media outlets and electronic platforms against dealing with or publishing any materials or reports issued by this organization related to any governorate outside Marib Governorate, and holds them fully responsible for any violation.

3. The Ministry confirms that the only reliable sources of information about any governorate are the official government sources and the civil organizations licensed and accredited to work within the geographical scope of that governorate, or the central organizations licensed by the Ministry's General Office whose legal status remains sound.

4. The Ministry calls upon its offices in all governorates to assume their full responsibilities in monitoring the activities of organizations registered with them and to take decisive and immediate legal measures against any violations they commit, in order to preserve the state's prestige and the sovereignty of the law.

5. The Ministry always affirms its commitment to regulating institutional work in accordance with legal frameworks, and its keenness on the credibility of information and the protection of social stability from any attempts of misinformation or irresponsible exploitation.
