On this glorious Arab Day, which falls on the twenty-seventh of December each year, it gives me great pleasure to address you with the most sincere feelings of appreciation and respect. I express our profound recognition of every effort you exert and every contribution you make in service of your community and your nation.

Throughout your long journey, you have proven that genuine will is capable of making a difference and building the future.

Over the years, your organizations have proven that they are not a marginal or fleeting phenomenon in our national life. Rather, they are the living conscience of the nation and the authentic expression of the will for good and solidarity that forms the spirit of our Arab societies. You are an indispensable strategic partner in the battle for development and progress. Through your daily field work, you reach the most needy groups, amplify the voices of the most vulnerable, address societal issues with depth and wisdom, and contribute to building bridges of trust between the state and the citizen.

This vital national role has earned the recognition and honor of our joint Arab institutions. The twenty-seventh of December of each year was adopted as the Arab Day for Civil Society Organizations, in accordance with the resolution of the Council of Arab Ministers of Social Affairs (No. 877/8), which was reaffirmed during the forty-fifth session of the Council held in the Hashemite Kingdom of Jordan. This honor is not merely a date on the calendar. It is an official message acknowledging your value, high-level encouragement to continue your blessed contributions, and a confirmation of the pivotal role you play in building our present and our future.

We highly appreciate your noble efforts, your steadfast standing alongside your people, and your clear alignment with their interests and aspirations. Your recent stance in support of your people's causes, which culminated in honorable statements and positions, has demonstrated that you are an active and influential partner in the process of construction and development. With your integrative vision, you are charting a new chapter of constructive cooperation with state institutions.

Building on this shared vision, we always invite you to a deeper strategic partnership with state institutions—a partnership based on mutual trust, transparency, and the shared supreme goal of serving the citizen and achieving sustainable development.

We are fully aware of the magnitude of the challenges we face, from poverty and unemployment to environmental and social challenges. These are challenges too great for state institutions to face alone. Only together can we achieve what cannot be achieved individually. The state possesses the institutional framework, comprehensive vision, legislative and financial capabilities. You possess your closeness to the people, your flexibility, and your unique community-based innovative capacities, which are the source of your true strength.

Our genuine partnership is embodied in supporting your efforts, represented by the social protection projects, innovation, and community initiatives you lead. These span areas such as combating poverty through sustainable development programs, supporting education and healthcare, protecting the environment, empowering youth and women, and promoting the authentic values of our society. We are committed to providing a supportive environment for these innovative initiatives to achieve the greatest societal impact.

We also reaffirm our unwavering commitment to respecting your operational independence, promoting constructive dialogue, providing a supportive legislative environment, ensuring transparency and accountability, and supporting your capacity-building programs to achieve the highest standards of quality and effectiveness.

On this special day, we call upon all institutional and civil entities to celebrate this precious occasion and to work together to promote a culture of volunteer and community work, and to uphold the principles of solidarity and cooperation.

I also extend immense thanks and deep gratitude to every organization that has stood, and continues to stand, with loyalty and dedication alongside its people, sincerely expressing their aspirations and working diligently for their individuals. The relationship between the state and civil society is one of complementarity, not competition. Our partnership is a partnership of destiny, not a passing path. Your success is the nation's success, and the nation's stability is the guarantee of your continuity and effectiveness. Together, we move towards a better tomorrow and a prosperous future.
