closing ceremony of the International Professional Teaching Certificates (IPTC) Project, which contributed to qualifying 200 male and female teachers from the governorates of Aden, Taiz, and Hadramout.

Today, I had the honor of participating in the closing ceremony of the International Professional Teaching Certificates (IPTC) Project, which contributed to qualifying 200 male and female teachers from the governorates of Aden, Taiz, and Hadramout. This experience reaffirms that true investment begins with people, and that investing in teachers’ capacities is an investment whose impact extends far beyond the individual to benefit entire generations.
At the Ministry of Social Affairs and Labour, we believe that sustainable development cannot be built through assistance alone. It must be rooted in capacity building, expanding opportunities for empowerment, and strengthening people’s ability to contribute meaningfully to the development of their communities. This is why programs of this nature are so important: they help develop national competencies and transform knowledge and professional training into sustainable impact within society.
Education is one of the fundamental pillars of social development. Every investment in a teacher has a ripple effect across the school, the family, and the wider community, equipping future generations with greater capacity for learning, productivity, and participation in shaping their own future. Guided by this vision, moving beyond responding to immediate needs toward capacity building and empowerment represents a more sustainable path for any serious development effort.
We highly value the partnership that brought together the Ministry of Education, the Saudi Program for the Development and Reconstruction of Yemen, Hayel Saeed Anam & Co., the Human Development Program, and King Saud University, represented by the King Abdullah Institute for Research and Consulting Studies. We reaffirm the importance of expanding development partnerships that invest in people, strengthen the capacities of national institutions and professionals, and place education, professional development, and empowerment at the heart of the recovery and development process.
My sincere appreciation goes to all the participating teachers, as well as to all the partners whose contributions helped make this project a success.
Mokhtar Al-Yafai
Minister of Social Affairs and Labour
